Voter confusion

HamiltonCounty (below) has nine state representatives and five state senators. That's nearly 10 percent of the Indiana house for a county that has 3 percent of the Indiana population.

This problem is a by-product of two of the other problems: gerrymandering and not preserving communities of interest.
